UPDATE (4:18 p.m.) -- Tornado warning canceled in Carroll County, remains in effect in Baltimore County.

UPDATE (4:12 p.m.) -- Tornado warning extended to 4:45 p.m. to include northeastern Carroll and northwestern Baltimore counties.

At 4:12 p.m., a severe thunderstorm capable of producing a tornado was located over Westminster, moving northeast at 30 mph.

UPDATE (3:56 p.m.) -- A tornado warning is in effect until 4:30 p.m. for central Carroll County.

At 3:55 p.m., a severe thunderstorm capable of producing a tornado was near Westminster, moving northeast at 40 mph.

UPDATE (3:49 p.m.) -- Strong storms will move across parts of Carroll, Howard and Baltimore counties between 4 p.m. and 5 p.m. Heavy rain and damaging winds are possible in some areas. Driving conditions will be slow.

UPDATE (3:38 p.m.) -- The National Weather Service issued a severe thunderstorm warning until 4:30 p.m. for Carroll, northern Howard, northern Montgomery, east-central Frederick and western Baltimore counties.

At 3:38 p.m., severe thunderstorms were located along a line extending from 7 miles south of Taneytown to 6 miles north of Mount Airy to near Green Valley and Boyds, moving east at 40 mph with 60 mph wind gusts.

UPDATE (1:47 p.m.) -- The National Weather Service issued a severe thunderstorm watch until 10 p.m. for much of Maryland.

BALTIMORE -- Meteorologist Tony Pann says Monday will be hot and humid through the early afternoon as we are expecting possible heavy thunderstorms for the evening. These storms will bring downpours and possibly damaging winds. A flood watch has been put in place for the Baltimore area from 4 p.m. until midnight.

The rain will last up until 9 p.m. in the Baltimore area before making its way toward the Eastern Shore.

Then, Tuesday and Wednesday will be clear and hot with temperatures in the 90s. Thursday could see scattered thunderstorms before it clears up and heats up for the weekend.

A Flood Watch has been issued for portions of the region 4 PM-midnight. The threat for flash flooding may be accompanied by rainfall rates of 1-2 inches per hour, locally higher in spots. LIGHTNING SAFETY: If you can hear thunder, that means the storm is within 10 miles, and you are at risk of being struck by lightning. The safest place to be during lightning is inside a sturdy building that has plumbing and electricity. If that building happens to be struck, the wires and pipes tend to disperse the energy more safely into the ground.

If you are outdoors, without a building nearby, your car is the next safest place to be during lightning. The outdoor metal frame disperses the electricity, preventing it from reaching inside the car.

TORNADO SAFETY: During a tornado warning, go to the lowest level of the building, to the most interior room, and stay away from windows.
